The National Commodity & Derivatives Exchange Limited (NCDEX) on October 09, 2026, notified the Gazette notifications regarding the updates under Section 35 of the Unlawful Activities (Prevention) Act (UAPA), 1967.
The following has been stated:
• It has issued a circular informing members about updates to the list of terrorist organisations under Section 35 of the Unlawful Activities (Prevention) Act, 1967 (UAPA). The update adds the Shahzad Bhatti Network (SBN) to the First Schedule of the UAPA through Ministry of Home Affairs Notification S.O. 5080(E), dated September 16, 2026. The organisation has been associated in the notification with alleged involvement in arms, explosives and narcotics smuggling, recruitment and radicalisation of youth, mobilisation of resources, and terrorist activities.
• The circular serves to bring the updated designation to the attention of NCDEX members so they can take note of the Government notification and comply with applicable legal and regulatory requirements. Members should ensure their relevant screening, monitoring, and reporting procedures reflect the designated terrorist organisations and persons, in accordance with the UAPA and applicable anti-money laundering and counter-terrorist-financing requirements. Any freezing or reporting action shall be undertaken in accordance with the applicable statutory directions and procedures.
